Planning Process

The Unified Regional Transportation Vision process is organized into three phases:

Phase 1: Project Goals and Visioning Process Refinement

The project begins with an initial goal setting and process refinement phase that will help the SRTC define success for the planning effort and allow for the development of a range of outreach and analysis tools customized for Spokane County.  

We will work with the Visioning Process Team to review the context of the planning process, cataloguing the work that has gone before and ensuring proper coordination with ongoing planning efforts.  In this phase, we will analyze and identify key trends and issues that the planning process needs to address, and develop a range of basemaps and GIS tools to help guide the visioning effort.

Phase 2: Visioning Process, Unified Transportation Vision and Implementing Strategy

During the second phase, we will implement a comprehensive outreach and engagement effort centered on a series of community roundtable discussions, workshops, and intercept events.  Supplementing this effort will be a coordinated media campaign and online presence that will leverage social media to help drive turnout and participation.  We will support these efforts with a range of mapping and visualization tools to help the public and key partners better understand the issues and opportunities facing the region. We will then refine and synthesize the input from the community and our key partners and stakeholders into an overall vision. Following that, we will test this vision with community members and key partners to ensure that the vision meets the needs of the Spokane region.

Phase 3: Draft and Final Unified Vision and Implementation Strategy Report

The third phase of the planning process will focus on refining a final Unified Regional Transportation Vision based on the input and feedback received throughout the process.  We will roll out this vision to the public and test it again with key partners to ensure that the vision provides clear guidance for the future.
